Why was Barawe airstrip built in the first place?

The area is entirely surrounded by al shabaab. What economic viability does this strip have? It's like they are putting the cart before the house.

It was built to get stuff in and out of the city especially the movement of people the people of Minii (Barawa) are happy with it, It was much needed inshallah many will come back from the west, Mombasa, Zanzibar, and Yemen to rebuild the city.

You can't rebuild it with air cargo you need an active port and roads. Reopening the road from Merka to Barawe would make more sense but we all know why that was not possible.

This project was initiated 5 years ago and started 3 years ago so the government then knew they would not have significant victories against Shabaab. Then on top of that they deliver a completely substandard project and hailing it as a great achievement.
