Why somali clans refuse peace before war but then call for peace after scores die?

This is one of the dumbest things that plagues our country. Before two clans fight each other, you will never see so called nabadoon adeers intervene and call for peace. But as soon as fighting starts and blood has been spilled, now everyone is interested in peace and all of the sudden killing is haram and wrong?
why is this? It's not like they don't know that fighting and killing people and displacing hooyos and little kids is not wrong.
