I think the over-supply of South West kids to do Shabab attacks has two fold reasons.
1. Their easy to recruit, steal, train, and regions are weak defences.
2. To do isku-dir between locals and shababi rahanwayn
3. They think it may conceal the clans who r founders and it's 4.5 board from Galgaduud/SNM mainly who fear 'war' due to large losses over the civil war but r state-less(isaaq), GM is Qaawan
4. To stop the south-west from focusing on their region since they were given Baidoa to Merca 'axis' for strategic reasons. They are majority in that area and will ensure 'HG' are rooted out from Merca, Barawe, farm-lands. So they think by doing shabab and all that it can 'distract' them so they hold them off.
South-west should focus on securing it's region, if it's seen that your not viable security partner in the region, they will probably dissolve south west as unworkable. You get states based on your 'strength security wise, you won't get a state if you can't hold a state. Security interests create states and economic viability not clan. Bosaso to Beletwayn is the security axis of PL, that's why GM will fall under PL as a 'client state' as 70% region is PL and he can hold that 'axis' with his man-power in the event of a war.
