Warsengali and Dhulo can’t agree on shit, you also would need HY. And then there’s the problem that Dhulo are split between 3 states, FGS or SL or PL

The constitution says the following

Federal Member State boundaries shall be based on the boundaries of the administrative regions as they existed before 1991.

Two or more regions may merge to form a Federal Member State based on a voluntary decision.

So this can't include Cayn as it's not a region prior to 1991 in Somalia :drakekidding:

Them too then. Like I said you need multiple agreements between competing parties with different agendas. Tough to see happening without a Somali President that’s actually interested in building Khaatumo

Ceerigabo & Lascanood would need to agree to join together but they are both controlled by Hargeisa.
