I agree. If you are on welfare, that doesn't mean you're bad. It just means you can't support yourself at the moment. But you should take advantage of the programs available to build the skills to build yourself up. Welfare is supposed to be a temporary state where one has the breathing room to develop and then re-engage the labor force. Welfare states are a hindrance to societal progress.
