Why isn't rape labeled a hate crime?

The majority of rape victims are women, have always been women and if we don't do something to stop partriachy it will more than likely continue to be women.

Even when we discuss sexual abuse committed against children the vast majority of the victims are yet again female girls contrary to the faux outrage the media displays it is not mostly boys who are targeted by pedophiles and child molesters but once again females.

If a certain ethnic group or religious group is constantly subjected to same type of crimes we would be quick to label it a hate crime. There wouldn't be a debate.

Why can't we do the same for rape?

Does the label matter? It's been established that 'rape culture' exists. Where hate crimes are rooted in hatred for a specific people and a wish for them to be eliminated, often rape stems from a general feeling of entitlement to women's bodies and a belief, conscious or otherwise, that they exist to please you. I feel 'hate crime' would not be an accurate description of what takes place.

However, rape can be used as a weapon of war. It is used to spread diseases within the enemy and to demoralise them.
