That probably has to do with the fact that even though the USA and other western superpowers exploited their oil, Iraq was still able to benefit from the wealth it brought considering how much it was. So it would just be next-level retardness for their GDP to be as low as ours. Also, African countries, in general, were just doomed to fail compared to the MENA world and other Asians. Mind you Kenya suffers more under neo-colonialism than Iraq to this day despite Iraq being a hell on earth for the past few decades and Kenya being relatively stable

Even dijibouti with zero wars has a literacy rate of 46%, you'd have to check the report written by a government or educational facility because Google seems to downplay them by a bit but it's very pathetic how Somalis have terrible literacy even in comparison to it's neighbours. Yemen is way worse off but still has a large majority of it's citizens being able to read. If you factor in the civil war argument it peaked at roughly 60% but started dipping prior to the civil war

The way I see it literacy was doomed to begin with because Somali was primarily used in the context of a nomadic lifestyle. Habeshas wrote their religious texts in their native tongue and most other Africans have already adopted to a colonizer language as a lingua franca in day to day life. If Somalis stuck to a specific language even if it wasn't actually Somali id imagine it would be in the same level as the rest of the horn but alas it's stuck in the perpetual state of division.

Late president Kibaki and founding fathers of the country had plan to fight illiteracy, poverty, disease etc.. They embarked on offering free primary education and that is how almost half of the population have managed to finish HS. Kenyans generally see education as their way out of poverty.
