Extremism in general -including religious ones- are for the most part a direct result of lack of education, poverty & lawlessness, it arises from a complex socio-political and economic factors.

Religious hatred is taught in many Schools in Saudi Arabia but it can't be implemented there because of law and order.

Likewise if Somalia gets it's shit together; Arsenal, their ideology and their supporters will be relegated to a mere memory, look at somaliland and how their religious leaders (including the original pioneers of terrorism ideology in Somalia, like Abdikareem Hoosh, and Ina Ali Gadhle) always fall in line with the government and the law of the land.
