Why should there be any stigma attached to it? Most of the people from the third world were pillaged plundered for their wealth and manpower for hundreds of years and still continues till this very day. welfare is just the West way of paying back all those countries they’ve colonised.

I've seen many enable these folks (usually a family member) by being there personal ATM.

In Kenyan culture, you have to earn money or you die. A brother won't even help his brother. So they all work hard for there daily bread. Begging is unheard of their, and if you try; they'll look at you like your crazy.
