Why is there fighting in Beledweyne?

Apparently the so-called governor and mayor of the region are in Mogadishu while the locals are fighting each other along tribal lines.

It was only after AMISOM intervened that the fighting stopped. What it is over, I have no idea....

That's the problem. Villa Somalia is a holiday retreat no one wants to leave. There is no government. AMISOM had to intervene because Somalia is not allowed weaponry yet. Weirdest government of all time.
