Not it's based on the start of fthe day so fajir is 1 o'clock and magrib is 12

They use it in some weird way were the clock becomes the number that is across them.

1:00 becomes 7:00
2:00 becomes 8:00
3:00 becomes 9:00
And it is the other way around when it becomes 7:00 they say it’s 1:00

they're using 12 hours which if anything the somali version is right The first hour of the day should be 1 o clock
And the last hour should 12 o clock alot of these whites change the hours up because of seasons and climate
