Aren't most of the Indians in Africa from one particular ethnic group? Gujarati I believe. Are they the better Indians?

Same reason brazil is so wasakh. Ineffective government and corruption. There's plenty of wealth to go around but there is no effective taxation and government accountability. The funds set aside for cleaning the streets disappear (if there are even funds set aside).

Only similarity I see is the skin colour and even that's a stretch.

Gujaratis are a very entrepreneurial people. All the asian shopkeepers in the UK, most are Gujarati.
