Why is Djibouti all alone?

I know the French rigged the original referendum but it's obviously been quite a long time since then, why can't they just have another one in the future? It doesn't make much sense for them to be a separate country, they're Somali, mainly Muslim and just north of SL. But if it did unite with Somalia what would it look like?

Why would Issa want to lose their dominance? The only land they'd want to annex is Sitti zone in Ethiopia where their kin live

Great point but suppose apex and stability is established, as well as fair political representation, why wouldn't they? More land, larger population, more resources.
