Firstly its not just hair , in respect to our deen so lets drop the feigned ignorance.

Its only hair if women want to wear hijab this is fine and if they do not it is there choice . I have known women to be harassed wearing niqab and some just wearing hijab. Being covered did not stop men from harassing them This is my personal opinion you can still be modest with out covering up. Being covered does not make you better than the one who is not .As long as you are still praying then you are good
