If you mean muqdisho I think they have the rest of the country not so much.

I know Hargeisa has 2 sets of traffic lights on the busy junctions but no one listens to them and everywhere else is the traffic cops who direct traffic. Bless those Guys and Girls I've seen videos of them working when it's raining and really Hot in uniform
