Why doesn't Turkey invest more in Puntland

I'm currently in Puntland (Bosaso) and it seems alot more built then Hargeisa, this is most likely due to the budget primarily reinvested in the major cities.

The question I have is why aren't investors like Turkey focusing on Puntland?

Industrialization of Puntland will arguably the best way for Somalia to grow in the future. It can be a base for the development of Somalia as a whole as people can learn skills here safely.

Puntland needs to seriously revaluate their relationship with UAE. That's if it wants to develop. All UAE seems to do is fill the bellies of a few select elites, while doing the bare minimum for the people. The Turks however, will put in the work in order to actually focus on development instead of just throwing money at you.
