There needs to be a law that allows intelligence agencies to have access to data from banks and telecommunication companies pertaining people that are suspected of crimes.
Unfortunately Somalia's Intelligence Agency is evil itself and rumoured to be linked to AlShaydan and of course, implicated in the murder of its own agent Ikran Tahlil, among others.

Cuz Somalia security forces aren't united you have every state having their own security and police forces independent from Xamar central govt which makes the fight against Al shabab hard and difficult. Here needs to be coordination by all security forces in Somalia with the minister of interior and director of intelligence being the once responsible for he work of security forces and he fight against al shabab and other terrorist groups.

According to a recent defector Al Shabaab top leadership avoids using cell phones or disclosing their location for fear of drones. The lower rank members still use cell phones but government can not guarantee the safety of telecom companies in case they cooperate with FGS.
Let's be honest a lot of government institutions including the military are penetrated by Al Shabaab they know what's up. The big elephant in the room is passive complacently of government employees/officials with statues quo. There is no real effort and motivation to get rid of Al Shabaab they appear to accept their shadow presence and try to co exist going along the current.

2. Tie all SIM cards to this biometric system. Many countries do this, Saudi Arabia, China, Australia, Pakistan off top my head. Sure there are many more.

3. (Bonus) automatic voice fingerprint recognition
this sounds like sci fi but this technology has been used by NSA more than 20yrs ago and this tech can be bought off the shelf today & integrates with the telecom systems
you can track individuals that you already have voice print of, and track them regardless of what sim they are using.
this can be all planned & implemented from scratch to a T in less than 18 months. Just needs a government that gives a f*ck

Somalia already has biometric ID, itβs a requirement to get the passport. Even my family in PL had to register for one just to do Hajj.
However, the other steps in your plan require big breaches of privacy that can be exploited by any future or present Somali leader for their gain.
Somalia simply doesnβt have the checks and balances for what youβre proposing.
