Absolutely.
Another thing somalia needs is localized organized groups of farmers that share the same goal, sustainable value adding to boost each farms income by sharing strategies and machineries amongst each other.
A similar example would be the political hierarchy of China at the rural level.

But knowing how Somalis are, the government would either bleed the farmers dry by taxation or killing farmers with goons to overtake the farms.

Every deegaan should have groups and the leaders of each group discuss the same thing but on municipal level and the ladder goes up.
Wealth creating over qabiil should be the motto.

The farmers groups ideally should also be run as an educational facility where knowledge transfer occurs.
Low-tech, affordable solutions should be shared in order for them to do more with less and reduce the pervasive poverty that they're feeling. Kinda like how asian farmers do.
They might be broke but they sure as hell aint poor and definitely self sufficient
