Then explain South Korea, Taiwan, Hong Kong, and Japan.. who all have capitalist systems. You could even argue that Mainland China is capitalist these days.

You're right it does have to do with the history and culture. What do all those countries have in common? Authoritarianism (overt or covert). They are bred from infancy to worship at the altar of ruthless social Darwinism and the "value" hard work (which comes down unaldulterated from the days of their respective monarchies; there was no Enlightenment French subversive nonsense over there!) So there is no need for immigration when you have happy slaves who never dream of working less than 12 hours a day. Quite a different kettle of fish from the Westerner who has naive dreams of ascending serfdom. They need to be broken up and made powerless
