I don’t agree with it, to be honest. Makes no sense to cover your own hair with someone else’s hair, or even using synthetic hair...
 
I guess it's because they don't want to look like Muslim women. Many Orthodox Jewish women cover their hair though wearing a scarf they call "Tichel."
 
Most Rabbis don't consider it sufficient because it defeats the purpose of covering one's hair; the practice of wig wearing amongst Jewish women is relatively recent. For the most part, practicing Jewish Women wear the Tichel[Headscarf] when they're married.
