Why didn't Europe and Western countries implement the same immigration policies as the UAE towards Somalis?

Many of these liberal states in Europe and the West have very welcoming and lenient immigration policies towards Somalis. As a result, this has created a very unproductive and lazy diaspora that rarely contributes to the greater welfare of society. Most Somalis are comfortable with their menial, low-paying jobs and don't have the motivation to climb the socio-economic ladder.

Of course, there are some rare exceptions among Somalis who have excelled tremendously. But the income and socio-economic trajectories among Somalis in the West and Europe have been stagnant or rarely demonstrate any sign of upward mobility. Did the social assistance and welfare benefits given by many of these liberal states encourage the Somali community not to improve their socio-economic status?
 
Look at the UAE government's immigration policy towards Somalis. Their entry requirements for Somalis and other foreign expats in general are very strict. The UAE government doesn't give citizenship or welfare benefits to the expat community. You have to demonstrate financial self-sufficiency during your entire stay in the country. You have to renew your work permit every three years, and they check to see if you are still employed and contributing to their economy.

Once you lose your job and are unable to find employment, they immediately deport you. Gulf countries in general don't mess around. Why didn't these liberal states implement the same immigration policies as the UAE government towards Somalis? Wouldn't Somalis have been more successful?
