The problem with the view that you hold is the selective reading & interpretation of history relating to both muslims iyo gaalada. Take for instance the west they’ve been rising even at their worst when they committed mass atrocities, colonialism, injustices etc against non-cadan & even between themselves.

It didn’t matter whether they were just or unjust they were still flourishing, so their rise & dominance had nothing to do with their justice. The same could be said about all of the empires that rose & fell throughout history.

Sometimes it’s easy to understand the Hikmah behind Allah’s qadr while at other times it’s not.

The decline of Islamic leadership began with the fall of the Abbasid empire to the mongols, and if you go back even further the fall of middle eastern civilisation was initiated by the destruction of Egypt by Assyrians and Greeks. That only applies to our modern era previously the average citizen was subjugated to different types of discrimination & injustices etc. It’s only when human rights doctrine came to take shape that they started to treat them better. Now this doesn’t take into account the treatment of non-whites especially in usa, uk, Australia, New Zealand etc which was worse.

Furthermore justice isn’t limited to your own people but to everyone so by inflicting injustice on others you end up negating the very reason for their dominance. Which supports the point that I was making all along that their rise has nothing to with their supposed superiority in establishing justice.

Imagine telling those people who’re at the receiving end of their injustices that the reason why they’re dominant is due to their justice. That’s why I believe that view is just a convenient just-so explanation that people simply adopt without considering all the facts.

Most Scholars interpret this as gulf arabs in general.
But tbh, I don't believe that Bani Hashim are the chosen tribe. In Islam, you are by yourself, nobody cares about the name of your family only your actions count.
Abu Talib a member of Bani Hashim went to hell.

Yes but a specifc tribed can be blessed.
Allah said in the Quran

2:47
يَـٰبَنِىٓ إِسْرَٰٓءِيلَ ٱذْكُرُوا۟ نِعْمَتِىَ ٱلَّتِىٓ أَنْعَمْتُ عَلَيْكُمْ وَأَنِّى فَضَّلْتُكُمْ عَلَى ٱلْعَـٰلَمِينَ ٤٧

O Children of Israel! Remember ˹all˺ the favours I granted you and how I honoured you above the others.
— Dr. Mustafa Khattab, the Clear Quran
Here we can see Allah blessed and chose the children of over all over nations of their time, giving them provisions and food noone else got, they continuously got prophets sent down one after the other for 1400 years. Despite this they still disobeyed Allah and Allah punished some of them.
The point is Allah can bless a specific tribe or nation over others but that doesn't negate the fact that every individual has their own responsibility to do good deeds and refrain from disobedience, and if they do disobedience they will be reprimanded.
It also does not negate that other people can reach a high status without being from the tribe or nation in which Allah blessed, you can look at the 10 companions promised jannah and most of them weren't from the tribe of bani hashim. But this does not mean that bani hashim are not the chosen tribe of Allah, look at the lineage, Allah would only choose a lineage which is good for his prophets.
