No building codes and people have tacky tastes, it's not like the government can force people to change it.

If it was in a colorful neighborhood I would've understood but that style just looks horrible in general.

That house is not that bad, just the paint makes it look ugly. I'd say it's because all the materials are imported and engineers would rather skimp on the cost. Also no building regulation which is very much needed, for example in the Omani capital Muscat all buildings must be white and fit the architectural style of the city and you need to make a request to the government to have it otherwise.
