Why are Somali regional states such flops??

The federal government in Somalia has obviously been in disarray for the last 30 + years but what happened with the lack of success in regional governments like Somaliland and Puntland. I was shocked to learn that there wasn't one public school run/funded by the Jubbaland state. You would think that they would manage to organize and consolidate resources amongst themselves since they are against the federal government. This goes to show that further secession of clan governments would still be a failure no matter what any of these "landheere clans" claim. The Somali political sickness is from the ground up. Sadly, they are all braindead.
