Motivation, have you read the article? I’m guessing not. The problem cited in the article is a medical system that is failing in every way. Unfortunately, this can happen in any poor country, including Somalia. The lack of education mixed with inadequate healthcare. The reason there was an outbreak is because of reusing dirty needles. What all the kids infected had in common was, they all got needle treatments. I’m guessing vaccinations. It was clear that those who got the treatments where all infected. Go to the end of the article, last 4 paragraphs. Very sad situation and the government tried to cover it up rather than try to find out what was happening. Also, they have messed up medical system where there are private clinics and doctors, pharmacists, homeopaths, naturopaths and pharmacists trying to fill the void, however they are not properly trained.
