- Bosaso as one of two capitals, remains part of PL and hosts the federal presidency, all embassies, the central bank and the federal judiciary
- Mogadishu/Banadir as the other co capital is part of Hiirshabelle state and hosts the federal government (prime minister's office and every ministry) as well as the federal bicameral Parliament
