The proof is quite simple. A government 'collects' taxes from it's road check points, it's businesses, it's residents, airports, and ports. This is a real GOVT, we know the definition of a government. It collects tax revenues and redistributes it to provide services be it security, development, etc.

In Galkacyo, have you noticed Galmudug Governor never speaks about any 'tax revenues' he collected? how can he? he lives in the 'neighborhoods' of Galkacyo, he is a 'resident' himself and possibly pays PL his taxes. Galmudug is a damn joke, ka tanasula Galkacyo, stop running around with reporters to homes inside 'baraxlay' neighborhood and claiming it's a government. This is a shame how low Sacad IQ has fallen. You don't control any tangible asset in PL. You don't even control the 'governor house' of Galkacyo, none of the local courts, none of the road taxes, none of the airport taxes. I never hear of Galmudug walking around Galkacyo or Baraxlay 'taxing' anyone be it businesses or residents or checkpoints.

This is clear proof for any sane person to see they are 'guests' in the city and residents like other residents of PL. The places is locked down and controlled by PL. It is the only administration in Galkacyo that fulfills the role of a government. It controls all the infrastructure, city center, governor home, it walks around the city and speaks publically not hiding in a neighborhood of baraxley. So don't you ever dare say Galkacyo is shared city, if galkacyo is shared city, then Sydney is shared city with majerten livin in sydney neighborhoods but we control nothing in the city. Anyone can claim anything but proving your claims is another story.

Baraxlay reminds me of 'cedar' in minneapolis. Just because Majerten is majority in Cedar riverside area and elects their own councillors and have their own police station in Cedar, this doesn't mean they own minneapolis. It's not in their hands the city, they live in a neighborhood. But In Baraxlay they try to turn a neighborhood into a government when they don't control nothing in the town at all. Just leave the city if you can't control it all.
