Shady Webmasters register their sites in foreign countries like Russia,India or China so It doesn't get closed down,most sites with illegal content like streaming pirated movies, online gambling are based in India, it is a loop hole webmasters have been getting away with for years, if this site was registered here in the US the owner wouldn't have been locked up for hate crime and other serious charges but in Russia no one cares.
