Well you need to be a orator to get anywhere in politics but be persuasive behind the scenes as well. Kheyre can garner support from a wide range of somalis imo. Jacfar is ruthless and straight forward. Kheyre tries but he comes across like an actor in that respect. When I think about it I'm basically describing Qanyare. A cutthroat statesman.
