It's not as simple as that. The Congolese government also allowed Hutu extremist rebels to organize along the border of Rwanda
Personally I think Kagame is using the presence of Hutu rebels as a pretense to take the resources in Eastern Congo via the M23 rebels. But the DRC's government is definitely not an innocent party in this situation

One thing I found interesting was that overtime, the distinction between the two became more class oriented. It seems like as the two groups intermarried and merged cultures, their ethnic identities became more fluid. I guess the Tutsi identity still maintained it's dominant status though

Rwanda is a fascinating study of the fall and rise of a nation, they've gone through a lot in a short period of time. I would really like to know if Tutsi came from cushitic lands then where abouts, if they orientated along with the proto somalis.

The origin of the Tutsis is very interesting. I think there was a very early migration of south cushetic speakers into Rwanda. But it seems like there wasn't a huge migration and that small population was quickly assimilated
