After Djibouti tried and failed to unite with somalia due to French intervention in the election, the french government changed the name of the colony from "French Somaliland" to "French territory of afars and issas. " The reason they removed somali and replaced it with the clan Cisse was to try invoke tribalism and divide somali nationalism. By making people view each other by clan instead of fellow Somalis, it allowed foreigners to Abuse somalis for their own interest whilst not provoking a United somali force against them.
A modern example is how they call the Somali region of Ethiopia "the Ogaden" after the majority clan there which ignores the other clans that live there and make it so whenever people here about "Ethiopian attacks on ogaden" they see it as an attack on that specific clan rather than an attack on the Somali people as a whole. The media uses the same terminology with the Afar-Cisse Conflict and many others.
