they have small window to become state before election. once election over i dont know what leverage they will have with FGS. i dont think they have choice its sink or swim and time to strike is now for SSC. they dont have gun to sanaag head. they making offer. they can hear them out and make decision best for them just like SSC doing whats best for them. if sanaag rejects offer then makhir and ssc both dead in water and will have to choose between somaliland and puntland or continue to be labeled disputed area. if 1 region can become state then there will be like 5 new states which i doubt HSM wants

We, the traditional leaders of the Sanaag and Haylaan regions, whose names are listed in this document, hereby clarify the following points:

1. Sanaag and Haylaan Regions' Status These regions have been part of the founding regions of the Puntland State since 1998. Our participation in Puntland remains unchanged. We urge the Puntland government to work toward the development and defense of these regions.
2. No Political Conference Held We affirm that no political conference has been held by our community, nor have any decisions been made in that regard.
3. No Representation in Laascaanood Meetings We clarify to the traditional leaders and administration of Khaatumo that no one has been authorized to represent the people of Sanaag and Haylaan in the reported meetings in Laascaanood. We did not participate in those meetings and are not involved in the activities taking place there.
4. Appeal to Siciid Harti Clan Leaders We request the traditional leaders of the Siciid Harti clans to issue a full apology for interfering in the affairs of the Sanaag and Haylaan communities, as such interference could harm public peace and create division among closely related communities.
5. Clarification to the International Community We inform the international community that no meeting or new administration has been formed with our knowledge, and such claims are far from the truth.
6. Call to the Federal Government of Somalia Finally, we urge the Federal Government of Somalia to fulfill its mandate and refrain from inciting conflict among brotherly and neighboring clans.
