For me id start off by kicking out anyone in office who got their position due to their tribe and not by their qualifications

- invest into the military and police force

- improve the roads and infrastructure

-have trash bins all over the city

-promote agriculture

- make sure all government bodies are independently audited

-give minority tribes equal rights

- insulting a tribe will be classified as hate speech crime 6 month jail or pay a 10,000$ fine

- any clan or clan elder that interfere in a police investigation where they defend a murderer/rapist will be thrown in jail

- ban the selling and chewing of khat in public places it will force people to buy it indoors and chew at their homes and will improve the appereance of the cities

- high tax on anyone whose importing khad it will force the price to go up

- if you're caught smuggling alcohol or using alcohol 10 year prison sentence

I really like this idea. Imagine if in the US there was no such thing as hate speech, there would be so many racial motivated attacks that would be even worse than tribe wars. Maintaining peace and civility should be a priority for Somalia.

I would find some way to make tribes illegal, I wouldn't know how to enforce something like that though and there would be massive backlash.

I think Rwanda did something similar recently.

I would eradicate tax, privatize everything and give loans to companies that help get people into work, be it direct or internships.
I would also start some large scale projects by partnering with foreign companies to boost the employment, the pay would be shit but I would encourage spies to steal business ideas to copycat these foreign companies and sell it to a local company to start its own operation.

When ever a country has high unemployment it is doomed to fail and civil unrest is perpetual, so my goal for the entirety of my term would be to increase employment to max.

Im going to train them to become good workers first and introduce tax bit by bit, the state budget can be drawn from other places, expenditure will be less as I intend to hire few very capable people with 50h weekly workload.
