I would make sure that every pregnant & nursing woman, and every child up to the age of 18 gets 2 eggs and 2 cups of milk a day.

I would spend 100% of the government's budget on this program. I would even borrow money from the IMF and the World Bank and invest it so that the program goes steadily and is on more solid footing.
