Corruption. Seats were not distributed based on the number votes but based on favorotism e.g. SNL and NUF won about 20% of the 1960 vote together they had 80% of the vote but they only got about 60% of the seats because the USP with less than 20% of the vote was given 40% seats.
This was the North but it was even worse in the South e.g. 100% voting from a region with 10s of thousands and all of them alegedly voted the same way and the worst election fraud was Wanlaweyn. Wanlaweyn village had move votes than the North

Very corrupt time from 1960-1969. Led by the main corrupters and colonial lackeys the SYL. They screwed our chances of having real elections back then and was mainly the thing that made Siad Barre possible in 1969 even though he was very corrupt too but not at first. It’s actually said Somalis breathed a sigh of relief when Siad first came but that quickly ended
