Sacad allowed them to move in since hobyo will develop faster and attract more investment as a multi subclan city. All HG subclans have been moving to hobyo in recent years and the mayor is saleeban appointed by Guled in 2015.

Saleeban didn’t just walk into hobyo with guns blazing they were allowed to settle there by sacad in the first place. Qoor qoor isn’t building hobyo port, the money is not coming from his pockets or saleeban’s but all of HG and none HG investors. After, the port is up and running saleeban can’t say the city is theirs nor can sacad.
