This is it. You can't fight an ideology with only bullets. You need to fight it ideologically. We need a grand mufti and all imams and madrassah teachers should be under his payroll. All curriculums and friday khutbahs should be dictated by his office. Anyone who refuses to be fired and replaced. In return government funds and maintains all mosques and madrassahs. This is what Saudi does successfully. So does Kuwait, Qatar etc. They all have no problems with domestic terrorism. We have random sheikhs teaching kids whatever they want with no oversight or accoutability.
