somalia could be set up like the US
all of the states have their own government to settle issues within the state (like somaliland being a state, puntland etc.)
the south would probably be split up into much smaller states to help deal with al shabaab for the moment
each state has a mini army that is subject to the main army
and all of the states are subject to the central government in mogadishu
note: when i say the south should be split up even smaller, i mean much smaller
