How would impoverished, persecuted people start viewing anyone as second class, especially as a bacterium size minority without external support?

In light of the current political and material conditions in South Sudan, this is admittedly a ludicrous scenario, however, if you would indulge this fantasy... their settlement (Akhdam) would be contingent on South Sudan being stable and wealthy; all the commanding heights of the economy would have long been Nationalized before anyone else is allowed to settle.
