No, you got it wrong. Technically Somaliland didn't join Somalia, they agreed to form the union together. Puntland, Galmudgu and other states didn't join because they were already part of Italian Somaliland. let's imagine if Puntland were called French or German Somaliland in 19/20 century, they would be likely to form a union together with British Somaliland and Italian Somaliland too because they all share the same culture, race, religion and a language.

History of Somaliland have fucked up it as that led Somaliland to call for an independence because of British empire colonization and they believed they're different from rest of the Somalia, I can say same goes for Puntland or other states if foreign powers like French, German or Portuguese colonised Puntland as their own territory, it could have gone same way as exactly as what Somaliland did in 1991
for your record, Somalia gets more aid than Somaliland but in term of aids money per people, Somaliland received more money than rest of Somalia.
