They saw it as the typical southern Somalis ignoring the will of the northern people altogether. Somaliland, along with Caydiid, boycotted the 1991 Djibouti conference. However, by then the course for independence was already set for reer Somaliland, as what we saw as "Wanlaweyn tactics" , was already becoming evident again. Cali Mahdi as the winner of that process is therefore often lumped with all the blame, but the truth was a little bit more nuanced than that.
