The USC or SNM were not responsible for replicating a government. They had one job: to take down the genocidal government of Afweyne. Miraculously they achieved that. Mission accomplished.
The responsibility to build a government was on the elders and statesmen of all clans. In Somaliland we did that successfully. In Somalia, that still isn't possible to this day and all clans that reside there are all responsible for the mess that Somalia is today.
