Perhaps, you're not aware of the fact that almost all countries in Africa, majority of the countries in South America, many Asian countries, and close to half of the countries in Europe receive foreign aid from the US. There is nothing shameful or laughable about receiving foreign aid. Puntlanders are happy because now the Federal Government of Somalia will no longer be stealing Puntland's share of the aid (which they have been doing up to now).
