It seems UN has decided to lift the arms embargo step by step. HSM has won the confidence of the international community.

As you can see below, it is the demand to seek approval from the sanctions committee that the UK and other Westerners were using to cripple the Somali government's efforts to acquire weapons. So in this instance, all of that UK representatives did was they wrote the resolution in a way that avoids both Chinese and Russian vetos.
When Abdisaid M Ali (shown below) was the national security adviser to former President Farmaajo, he lobbied very hard to have the sanctions lifted. Turkey was ready to equip the Somali National Army, but at the same time Turkish firms wanted to avoid being sanctioned by UNSC. The Sanctions Committee was repeatedly asking for clarifications of the weapons purchases. And sometimes, their responses were taking for a very long time.
The Somali government repeatedly complained about the approval process, and that approval process is still intact.
Let us get real though: Hassan Sheekh Mohamud has not done anything tangible to alleviate the arms embargo from Somalia. It was the work of the previous government who consistently lobbied the US, Russia, and China to alleviate,, if not lift the arms embargo from Somalia. All of the proper weapons management started under the Farmaajo-led govt - to the credit of Abdisaid Muse Ali, President Farmaajo, General Odowaa, and PM Hassan Ali Khayre.
