I believe this is just a start & indication of what’s to come down the line. First it’s claimed it will be used against those deemed to be a threat to national security, however the list of those who tick this box will slowly but surely be extended from criminals etc to just about anyone from immigrant backgrounds.

Historically, England has been a magnet for settlement by outsiders that have left a genetic legacy, but the one commonality is they were all North-Western Europeans [Anglo-Saxons, Vikings, Normans and French Huguenots] who were racially no different to the native Britons at the time. The Italic Romans left very little to no genetic legacy despite their long presence in Britain.
I've met English people with Polish or Romanian origins and I could only distinguish them from other English folk by their surname most often. Otherwise, I would not have noticed their foreign origin.

It includes them too. They are eligible for Somali citizenship.
