I haven’t seen HSM’s speech, I doubt he asked Uganda of all countries to pay for soldiers. The Americans pay for Ugandan troops anyway

That is a problem, and we wouldnt want them to prey and live off the pop either which would only push the population to the arms of alshabab. A bigger issue generaly across the country is the lack of morale, no one is really all that motivated in fighting alshabab on top of the corruption, and so you have the gov having to convince soldiers to actually stay by paying them a good wage. It's like Afghanistan.

That’s how it is in most countries.

look at the Tigray, their population is only 8 million and they mobilised 200,000 soldiers all willing to die for their people without being given even a dollar.

The only committed fighters it seems are people with different religious sects like Sufis have proved to be very committed because they believe khawarij like Shabaab are not Muslim.

Unfortunately even those living in FGS liberated areas secretly support or agree with Shabaab’s views so don’t have much motivation of fighting them.

FGS must tap into nationalism but also religious righteousness. As long as FGS is seen as gaal invention/secular morale will always be low.
