Balwaan claims Ciyaal Weero were created by politicians to create instability to shame Farmaajo admin. In exchange Ciyal Weero would get political power but HSM has not delivered this. It sure explains why Villa Jowhar is embarrassing itself by holding talks with a street gang.

Ciyaal Weero were secretly present but after the expulsion of Farmaajo security from North Mogadishu during badbaado Xamar control, as a result of the Govt security vacuum, they became the alternative. There was no strong security in Xamar from march 2020 aka badbaado Xamar to the reelwction of Hassan Sheikh so it's propaganda to say it has to do with the war against Farmaajo, Farmaajo created the situation and Ciyaal weero is the result of his illegal extension.
HG and Murusade rebelled too but this problem did not appear in their Areas the reason is that Abgaals have no societal cohesion and sense of community .Now all the liberated areas in Middle Shabelle are run by bandits bc Al Shabaab was their real Govt. Soft language doesn't work with Abgaal. Siyaad barre ruled them 21 years after he killed their leaders like Salaad Gabeyre 1973 they started shirbing "areey minaan la toogan toosi mee"

Troops were also taken to Kaaxda, Medina, deyniile and parts of Hodan. The specific batch taken to Kaaran were 90% Abgaal so it’s not like they are not local
