The $306 million figure is apparently from 2009. It is entirely possible that that figure is now larger than the livestock export figure.

Do you know rogue presidents and ministers of the zillion Dawlad Goboleeds issue these fishing licenses. Sometimes, these fishing trawlers have licenses from multi-dawlad goboleeds.
 
Who are the fishing companies involved in this trade?

Are there major companies involved? If so, is it possible to sue them in international court?

Most of the livestock isn't even directly exported to Saudi and Emarts but Yemen where there bought and sold for triple the price or more to the khaleejis
