That's a stupid argument. Does Every criminal act in any country means the 'state is at war'? or the state has lost control of it's state? Residents misbehaving isn't a big problem, they don't control an army sxb. The best they can do is control a 'gang' of misfit residents. Stop mixing up clan wars with criminal acts done by individuals. This whole Somalispot mixes the two up. Criminals will be dealt with thru policing powers and sentenced to jail. Clan wars will be dealt with by the 'army' if any clan tries to unite it's boys and use violence to achieve their clan objectives, they will meet stiff resistance from the army and be treated like 'unregulated militia group'.

Plus Terrorism is when they have an idealogy and use violence to scare people into accepting it. Their not your average criminal who has 'financial' idealogy or some other 'individual motive' for killing but not a political idealogy behind their actions, they call this 'criminal acts'. Hargeisa is not in a clan war and the state is politically stable still even though there is strong opposition is the best you can report. They haven't resorted to clan wars other then 'CAARE' who is using his clan to create a militant movement to send a message to SL that he isn't happy with their policies towards his clans-men in Sanaag.

SL needs to unify itself politically thru peaceful mean to bring down this opposition that is raging from Hargeisa, Burco, Erigavo. But to declare it a 'civil war' is totally FAKE NEWS
