It's the only normal scenario. Puntland sitting inside SL borders to try and force Somaliland into Federal somalia is not a strategy anymore if Mogadishu is considered as failed. Puntland is in crisis and needs to save itself. The best way is to follow Somaliland example and to stick within their borders, manage security, further democratize and that way they can get support otherwise they will have to deal with endless Mogadishu destablization campaigns.

Many somali leaders have 0 concept of patience, they act like their territories are fully sovereign states and they want to call the shots, which explains why they defy FGS so much. At least SL is smart and stuck to their own areas as well as developed them.

Purposefully ambiguous. Somaliland has no friends in the FGS that outright support their independence except for some of their MPs, and even then it has to be tacit approval.
